What are the benefits of an issue tracking system for managing a project not related to software development?
Basically an issue tracking system can be used in bug fixing in Software projects. But it can also be used in other areas which doesn't deal with software. The primary advantages of an issue tracking system are:

1. Keep track of the users who are assigned to issues

2. Status of an issue

3. Provide info on who does what and how.

4. Complete history of an issue

5. Provide a knowledge base so that new members can understand the procedures when a similar issue is raised

6. Generate MIS reports which can be used for performance appraisal of employees..

There are many more advantages, but that depends on the issue tracking system you plan to use. My opinions are based on the Open Source Issue Tracking system called Mantis.
